This phenomenon has also occurred in Langsa City, in line with the
increasing distribution of skincare products through social media and digital platforms. This study aims to
analyze the forms of supervision, the obstacles to law enforcement, and the efforts to combat the criminal
offense of distributing hazardous skincare products in Langsa City. The research employs an empirical
juridical method with both statutory and field approaches. Data were collected through literature review
and interviews with relevant institutions, such as BPOM and law enforcement authorities, and were
subsequently analyzed qualitatively. The results indicate that although the legal framework governing
cosmetic supervision and law enforcement is adequately established, its implementation at the regional
level has not yet been optimal. The main obstacles include limited supervisory resources, difficulties in
monitoring skincare distribution through social media, and the low level of legal awareness among business
actors and consumers. Law enforcement efforts remain dominated by administrative sanctions, while the
application of criminal sanctions has not yet produced a significant deterrent effect. This study concludes
that combating the criminal offense of hazardous skincare distribution in Langsa City requires an integrative
approach that combines strengthened supervision, consistent law enforcement, public education, and the
utilization of digital technology in order to ensure sustainable consumer protection and public health..
2026-04-25T00:00:00+00:00 Copyright (c) 2026 Samudra Justicia Law Journal https://ejurnalunsam.id/index.php/sjlj/article/view/14373 LEGAL CERTAINTY IN ELECTRONIC SIGNATURES IN CYBER NOTARY IMPLEMENTATION POLICY IN NOTARIAL DEEDS 2026-04-25T15:08:30+00:00 Devi Marlina Been devimarlina9804@gmail.com M. Iqbal Asnawi mhdiqbalasnawi@unsam.ac.id Zulfiani zulfiani@unsam.ac.id
The rapid development of information technology has significantly influenced legal
services, including notarial practice. The emergence of the cyber notary concept reflects efforts to
modernize notarial services through the use of electronic documents, electronic signatures, and digital
archiving. However, the application of electronic signatures in notarial deeds raises fundamental legal
issues, particularly concerning the authenticity of deeds and the principle of legal certainty within the
Indonesian legal system. This study employs normative legal research, focusing on the analysis of legal
norms, principles, and statutory regulations governing notarial deeds, electronic signatures, and cyber
notary practices. The research adopts a statutory approach by examining relevant legislation, including the
Law on the Office of Notary, the Indonesian Civil Code, and the Law on Electronic Information and
Transactions, as well as a conceptual approach through the analysis of legal doctrines and scholarly
opinions related to legal certainty and evidentiary law. The findings indicate that although electronic
signatures are legally recognized under the Law on Electronic Information and Transactions, their
application to notarial deeds is expressly limited. The absence of comprehensive regulation regarding
electronic execution of notarial deeds and digital storage of minuta deeds creates normative ambiguity.
Consequently, notarial deeds signed electronically risk losing their authentic status and may only possess
the evidentiary value of private deeds. This study concludes that the implementation of electronic signatures
within cyber notary practices in Indonesia has not yet provided adequate legal certainty. Regulatory reform
is therefore urgently required to harmonize notarial law with technological developments, ensuring the
authenticity of notarial deeds while supporting the modernization of legal services.
2026-04-25T00:00:00+00:00 Copyright (c) 2026 Samudra Justicia Law Journal https://ejurnalunsam.id/index.php/sjlj/article/view/14374 Study of Synergism Between LPKA and LPKS on the Effectiveness of Juvenile Offender Rehabilitation Programs in the Aceh Region 2026-04-25T15:09:59+00:00 Muhajir R raykaslgs@gmail.com Liza Agnesta Krisna agnes_krisna@unsam.ac.id M. This research employs an empirical juridical method
with a descriptive-analytical approach, conducted through library research and field
studies at LPKS Nirmala Banda Aceh. The results indicate that, normatively, the
regulation of juvenile rehabilitation has been comprehensively governed under Law
Number 11 of 2012 concerning the Juvenile Criminal Justice System and Law Number
35 of 2014 concerning Child Protection, both of which emphasize a rehabilitative
approach and the best interests of the child. However, in its implementation, the
effectiveness of rehabilitation programs in LPKS remains suboptimal due to limitations
in budget, facilities and infrastructure, human resources, and the absence of standardized
technical guidelines. Furthermore, the synergism between LPKA and LPKS is still weak,
as reflected in the lack of coordination and the inconsistency of rehabilitation programs.
This condition results in the rehabilitation and social reintegration process not being
carried out optimally. Iqbal Asnawi mhdiqbalasnawi@unsam.ac.id Rusli rusli@unsam.ac.id
Democratic elections require an independent electoral management body, as guaranteed by Article 22E paragraph (5) of the 1945 Constitution of the Republic of Indonesia. In Aceh Province, however, this principle faces challenges because the recruitment of the Independent Electoral Commission (Komisi Independen Pemilihan/KIP), pursuant to Law Number 11 of 2006 on the Government of Aceh, involves the Aceh House of Representatives (DPRA) and the Regency/Municipal Houses of Representatives (DPRK), from the establishment of the selection committee to the appointment of successful candidates. This mechanism differs from the national recruitment system of the General Elections Commission (Komisi Pemilihan Umum/KPU), which is conducted hierarchically by electoral management bodies. This study employs normative legal research using statutory, conceptual, and comparative approaches, with the 2023 recruitment of the Aceh Tamiang KIP serving as an empirical illustration. The findings reveal that the recruitment design for regency/municipal KIP commissioners is inconsistent with the principle of electoral management body independence and exceeds the delegated authority provided under the Law on the Government of Aceh. Accordingly, this study proposes reformulating the recruitment mechanism by transferring the authority to establish selection committees to the KPU and the Aceh KPU, eliminating the final appointment authority of the DPRA/DPRK, strengthening the qualifications of selection committee members, expanding public participation, and harmonizing the Aceh Qanun with the General Elections Law
2026-05-25T00:00:00+00:00 Copyright (c) 2026 Samudra Justicia Law Journal https://ejurnalunsam.id/index.php/sjlj/article/view/15145 Policy Inconsistency in the Implementation of Sharia-Based Entertainment Regulations within the Framework of Regional Autonomy in Langsa City 2026-08-03T11:12:43+00:00 Assad Assad mohassad32@gmail.com M. This study examines the legal framework of entertainment regulation, its implementation, and its impact on regional economic development. An empirical juridical method was employed using statutory, conceptual, and case approaches. Data were collected through literature review, legal analysis, and interviews with government officials, MSME actors, event organizers, and community representatives. The findings indicate that entertainment activities are not prohibited but are regulated through Qanun of Langsa City Number 3 of 2016, MPU Aceh Fatwa Number 12 of 2013, and Mayor Regulation Number 37 of 2025. These regulations seek to balance Islamic values with the development of the creative economy. However, challenges remain in the form of complex licensing procedures, inter-agency coordination, and social dynamics that affect legal certainty for event organizers and investors. The study concludes that stronger institutional coordination, transparent licensing, and greater legal certainty are essential to harmonize Sharia implementation with sustainable economic development while preserving the religious identity of Langsa City.

2026-08-03T11:12:43+00:00 Copyright (c) 2026 Samudra Justicia Law Journal https://ejurnalunsam.id/index.php/sjlj/article/view/15149 Comparative Effectiveness of the Job Creation Law and Law Number 32 of 2009 in the Enforcement of Environmental Crime Laws: Challenges and Opportunities in the Era of Sustainable Development 2026-08-03T12:05:46+00:00 Muhammad Natsir munatsir1966@unsam.ac.id Hanri Aldino hanrialdino@unsam.ac.id Paisal Lubis paisallubis@gmail.com
This study focuses on comparing the effectiveness of the Job Creation Law (Omnibus Law) and Law Number 32 of 2009 on Environmental Protection and Management in enforcing environmental crime regulations in Indonesia, with particular emphasis on the challenges and opportunities arising in the era of sustainable development. A qualitative research method was employed, involving the analysis of data collected from various sources, including interviews, policy documents, and literature reviews. The findings reveal that the Job Creation Law, which was enacted to promote investment and economic growth, often tends to weaken environmental regulatory safeguards, resulting in significant ecological degradation. There is a growing tendency for investment interests to prevail over environmental protection, leading to weaker law enforcement and an increase in violations of existing environmental regulations. Furthermore, the challenges in environmental law enforcement are driven by investment acceleration policies, weak rule of law, and the persistent gap between economic interests and environmental protection objectives. This study contributes to the development of legal scholarship by offering a new perspective on the interaction between economic policy and environmental law enforcement, while emphasizing the importance of harmonizing these two dimensions to achieve sustainability. The limitations of this research include its exclusive focus on the Indonesian context and the potential for subjective bias in interview-based data. Future research may expand the comparative scope to other jurisdictions and further explore the role of public participation in environmental law enforcement. The findings are expected to provide constructive recommendations for policymakers and stakeholders in designing more effective and sustainable regulatory frameworks. Ultimately, this study demonstrates that maintaining a balance between economic growth and environmental protection is essential for achieving sustainable development in Indonesia
2026-08-03T12:05:46+00:00 Copyright (c) 2026 Samudra Justicia Law Journal
