Abstract

The issue of urban waste generation, coupled with high poverty rates, poses a challenge to achieving sustainable development. Pangkalan Sesai Urban Village in Dumai City is one area facing this problem, where a significant portion of organic waste remains underutilized and ends up in temporary collection sites, leading to environmental pollution and the loss of potential economic value. This study aims to analyze the implementation of the circular economy concept through the Pangkalan GESIT Program (Integrated Innovative Waste Ecology Movement), which integrates waste management with the agriculture, livestock, and fisheries sectors through community empowerment. A descriptive method with a case study approach was employed, utilizing field observations, interviews, documentation, and analysis of program implementation data. The results show that organic waste is utilized as a bioconversion medium using Black Soldier Fly (BSF) larvae; this process yields maggot biomass as alternative feed for fish farming and poultry raising, as well as *kasgot* (BSF frass), which is used as organic fertilizer in agricultural activities. Poultry waste is managed via a deep-litter system to produce compost for crop cultivation, while inorganic waste is sorted and recycled into ecobricks and other economically valuable products. Implementing this model successfully reduced organic waste generation by 1,180.8 tons/year (47.9%) and inorganic waste by 243 tons/year (9.8%), lowered greenhouse gas emissions by 48.8%, and reduced air pollution by 2,065.5 kg/year for PM2.5 and 3,645 kg/year for VOCs. Beyond environmental benefits, the program enhances resource utilization efficiency, strengthens local food security, creates circular economy-based business opportunities, and builds community capacity in environmental management. Thus, the Pangkalan GESIT Program serves as an integrated, circular economy-based waste management model that sustainably integrates environmental, social, and economic aspects, offering potential for replication in other regions with similar characteristics.
