This type of research is Classroom Action Research (CAR) which uses qualitative and quantitative approaches. In practice, this research was carried out in two cycles consisting of 4 stages, namely, planning, implementation, observation and reflection stages. This research was carried out in the second semester of the 2021/2022 academic year. Research data obtained by using observation, test and non-test. The subjects of this study were teachers and fourth grade students of SDN 27 Kinali. The results of this study indicate that the Learning Start with A Question strategy shows an increase from cycle I to cycle II, namely: 1) RPP assessment cycle I averages 72.22% with sufficient qualifications. It increased in the second cycle to 88.88% with good predicate. 2) the assessment on the teacher aspect in the first cycle was 66.66% with a sufficient predicate, and increased in the second cycle to 83.33% with a good predicate. 3) the assessment on the aspects of students in the first cycle was 66.66% with a sufficient predicate, and increased in the second cycle to 83.33 with a good predicate. 4) the assessment on the aspects of knowledge and skills in the first cycle was an average of 67.40% with a sufficient predicate, and increased in the second cycle to 80.99% with a good predicate.
